Tα έκτακτα μέτρα κατά του COVID-19 μπορεί να συνιστούν κατάχρηση εξουσίας

Σ’ ένα Σχέδιο Ψηφίσματος, που ενέκρινε σήμερα, η Επιτροπή Πολιτικών Ελευθεριών του Ευρωκοινοβουλίου, με 50 ψήφους υπέρ 11 και 3 αποχές, διαπιστώνεται ότι, τα έκτακτα μέτρα, που λαμβάνονται από τις κυβερνήσεις, για την αντιμετώπιση της πανδημίας, ενδέχεται να αποτελούν μέτρα κατάχρησης εξουσίας.

Με το Ψήφισμα της, που θα έλθει για έγκριση στην Ολομέλεια του Ευρωκοινοβουλίου τον Νοέμβριο, η Επιτροπή Πολιτικών Ελευθεριών καλεί την Κομισιόν να αξιολογήσει τα εθνικά μέτρα, που πάρθηκαν για την αντιμετώπιση του «πρώτου κύματος» της πανδημίας και να εκτιμήσει τον αντίκτυπό τους στα δικαιώματα και τις ελευθερίες των πολιτών.

Οι ευρωβουλευτές κατέληξαν στο συμπέρασμα ότι τα εθνικά μέτρα έκτακτης ανάγκης ενέχουν «κίνδυνο κατάχρησης εξουσίας» και τόνισαν ότι κάθε μέτρο που επηρεάζει τη δημοκρατία, το κράτος δικαίου και τα θεμελιώδη δικαιώματα πρέπει να είναι απαραίτητα, αναλογικό και χρονικά περιορισμένο. Κάλεσαν δε τις κυβερνήσεις να εξετάσουν το ενδεχόμενο τερματισμού της «κατάστασης έκτακτης ανάγκης» τους ή τουλάχιστον να ορίσουν σαφώς την ανάθεση εξουσιών στα στελέχη τους και να διασφαλίσουν την ύπαρξη κατάλληλων κοινοβουλευτικών και δικαστικών ελέγχων και ισορροπιών.

Ειδικότερα, στο Σχέδιο Ψηφίσματος, αναφέρεται:

-Πρώτον, για τις προσωπικές ελευθερίες, ότι οι χώρες της ΕΕ πρέπει να «επιδείξουν απόλυτη αυτοσυγκράτηση» όταν περιορίζουν την ελεύθερη κυκλοφορία (ειδικά σε σχέση με το δικαίωμα στην οικογενειακή ζωή), ενώ η Κομισιόν πρέπει να εξετάσει την εφαρμογή των κανόνων του Σένγκεν.

Οι ευρωβουλευτές αναφέρονται σε αδικαιολόγητους περιορισμούς στην ελευθερία του συνέρχεσθαι και αλλαγές στη νομοθεσία, ενώ οι πολίτες δεν μπορούν να διαμαρτυρηθούν Σε αυτό το πλαίσιο, η ανάγκη διασφάλισης ελεύθερων και δίκαιων εκλογών καθίσταται ακόμη πιο σημαντική, ειδικά όσον αφορά την εφαρμογή αλλαγών στην εκλογική νομοθεσία, τη διασφάλιση ίσων δικαιωμάτων στην εκστρατεία και τις εναλλακτικές μορφές ψηφοφορίας.

-Δεύτερον, για την Παραπληροφόρηση και ελευθερία των μέσων ενημέρωσης, ότι η παραπληροφόρηση απειλεί την υγεία των πολιτών και την εμπιστοσύνη τους στους δημόσιους θεσμούς και έχει επίσης χρησιμοποιηθεί ως πρόσχημα για τον περιορισμό της ελευθερίας της έκφρασης. Ο καλύτερος τρόπος για να αντιμετωπιστεί αυτό, λένε οι ευρωβουλευτές, είναι να υποστηρίξουμε την ανεξάρτητη δημοσιογραφία και τον πλουραλισμό των μέσων ενημέρωσης (συμπεριλαμβανομένης της διάφανης κατανομής των πόρων στα μέσα ενημέρωσης) καθώς και με τη βελτίωση των συνθηκών εργασίας των δημοσιογράφων.

-Τρίτον, για το δικαίωμα στην εκπαίδευση και την προστασία ευάλωτων ομάδων, ότι τα κράτη μέλη πρέπει να εγγυηθούν το δικαίωμα στην εκπαίδευση, διασφαλίζοντας ότι οι τάξεις συνεχίζονται και οι μαθητές έχουν πρόσβαση σε αυτές. Επιπλέον, θα πρέπει να βρουν λύσεις μέσω τεχνολογικής ή δικαστικής συνεργασίας για τη διαφύλαξη των δικαιωμάτων των κατηγορουμένων και για την προστασία των δικαιωμάτων όλων των ατόμων στις φυλακές τους.

Rolls-Royce Names Panos Kakoullis New CFO
