Για τους Ελληνες, ο γερμανός πρώην υπουργός Οικονομικών ξεπέρασε στη φήμη τη νέμεση του Σούπερμαν, τον Λεξ Λούθορ· πλέον όμως έχει δώσει τη θέση του σε δύο άλλους πολιτικούς του Βορρά: στον Ολλανδό Μαρκ Ρούτε και στον Αυστριακό Σεμπάστιαν Κουρτς

Τα χρόνια της κρίσης το αρχέτυπο του ευρωπαίου «κακού» ήταν πολύ συγκεκριμένο: καταγόταν από τη Γερμανία, τον φώναζαν δόκτορα, ήξερε οικονομικά και χρησιμοποιούσε καροτσάκι. Ο Βόλφγκανγκ Σόιμπλε, δικαίως ή αδίκως, ξεπέρασε για τους Ελληνες τη φήμη του Λεξ Λούθορ, της νέμεσης του Σούπερμαν, έγινε και meme και στόχος. Ο ίδιος, βέβαια, πίστευε πως έκανε τα πάντα για τη διάσωση της ενωμένης Ευρώπης. Και πως, τουλάχιστον σε κάποιον βαθμό ή για κάποιο διάστημα, αυτή η σωτηρία περνούσε μέσα από την έξοδο της Ελλάδας από το ευρώ. Στην πραγματικότητα, ο τρόπος με τον οποίο οι «καλοί» και οι «κακοί», Ευρωπαίοι ή όχι, παίρνουν τα χαρακτηριστικά τους είναι θέμα οπτικής. Και υπό αυτή την έννοια, για τους πολίτες του Νότου, ο «κακός» Σόιμπλε έδωσε τη θέση του σε δύο άλλους πολιτικούς του Βορρά - μόνο ο ένας έχει ως μητρική γλώσσα τα γερμανικά, κανείς τους όμως δεν είναι Γερμανός.

Ο Ολλανδός Μαρκ Ρούτε και ο Αυστριακός Σεμπάστιαν Κουρτς δεν είχαν τις ίδιες εμπειρίες. Ο Ο φιλελεύθερος Ρούτε, ο ανεπίσημος αρχηγός των «φειδωλών» κρατών στις συζητήσεις για το Ταμείο Ανάκαμψης, εξελέγη για πρώτη φορά πρωθυπουργός το 2010 και έζησε από κοντά όλη την κρίση χρέους, που, μεταξύ άλλων, είχε πρωταγωνιστή την Ελλάδα. Υπέφερε και ο ίδιος από αυτή: όταν, το 2011, η ΕΕ ζήτησε από τα κράτη-μέλη μείωση των ελλειμμάτων, η κυβέρνηση συνεργασίας που είχε σχηματίσει με τον ακραίο Γκερτ Βίλντερς κατέρρευσε. Το κόμμα του, βέβαια, επανεξελέγη - όχι μία, αλλά δύο φορές, με διαφορετικούς συμμάχους κάθε φορά.


Διαφωνία με Τραμπ

Είναι, λένε τα ξένα Μέσα, ένας «τυπικός Ολλανδός»: το 2018, όταν βρέθηκε σε επίσημη επίσκεψη στον Λευκό Οίκο, δεν δίστασε να διακόψει και να διαφωνήσει με τον Ντόναλντ Τραμπ μπροστά στις κάμερες. Και το περασμένο Σαββατοκύριακο έβαλε ξανά τους Ολλανδούς πάνω από τους Ευρωπαίους. Η Ολλανδία, ως φορολογικός παράδεισος, προκαλεί οικονομική ζημιά στις υπόλοιπες χώρες της ΕΕ, όμως οι πολίτες πιστεύουν στη διαφορά νοοτροπίας με τις χώρες του Νότου - το όριο συνταξιοδότησης εκεί, άλλωστε, είναι τα 67. Την πρώτη περίοδο της πανδημίας, ο Ρούτε ακολούθησε ένα «έξυπνο» lockdown που δεν απέδωσε. Δικαιολόγησε τη στάση του συγκρίνοντάς την και πάλι με τον Νότο: τα σκληρά μέτρα του ολικού lockdown, είπε, δεν θα μπορούσαν να επιβληθούν στην Ολλανδία λόγω διαφορών «εθνικού χαρακτήρα».

Ο Κουρτς, από την άλλη, είναι εννέα χρόνια μικρότερος από τον Εμανουέλ Μακρόν - εξελέγη καγκελάριος της Αυστρίας το 2017, σε ηλικία 31 ετών, με το Λαϊκό Κόμμα. Πριν ήταν υπουργός Εξωτερικών και έχτισε βήμα βήμα μια συντηρητική ατζέντα, ενώ όταν εξελέγη «έσπασε» τη συμμαχία του κόμματος με την Αριστερά, προτιμώντας ως εταίρο το ακροδεξιό κόμμα. Η ατζέντα έγινε πολύ σαφέστερη με την ανάληψη της εξουσίας, ειδικά στα θέματα που αφορούσαν την είσοδο προσφύγων και μεταναστών στη χώρα. Το 2019, αφού η αντιπολίτευση προκάλεσε εκλογές λόγω σκανδάλων, ο Κουρτς επανεξελέγη άνετα - αυτή τη φορά, ακολουθώντας τη μόδα της εποχής, συμμάχησε με τους Πράσινους. Για τη διαχείριση της κρίσης του κορωνοϊού η αυστριακή τηλεόραση τον βαθμολόγησε θετικά, με 6,8. Η διαφορά της κατάστασης στην Αυστρία με την αντίστοιχη στον Νότο ενίσχυσε ακόμα περισσότερο την άποψή του πως «οι χώρες που περνάνε κρίση, όπως η Ιταλία και η Ισπανία, θα πρέπει επίσης να υπόκεινται σε περιορισμούς των εθνικών τους προϋπολογισμών». Οπως είπε στην «Bild» έναν μήνα πριν, «το ρητό "κάνε οικονομίες εγκαίρως ώστε να έχεις την ώρα της ανάγκης" κατέστη πασιφανές για άλλη μια φορά λόγω της κρίσης του κορωνοϊού».

Κουρτς και Ρούτε

Γιατί μόνο ο Ρούτε και ο Κουρτς εκ των «φειδωλών» κέρδισαν τη φήμη του «κακού»; Κατά τη διάρκεια των διαπραγματεύσεων της τελευταίας Συνόδου Κορυφής, όλα έδειχναν πως υπήρχαν δύο γραμμές σε εκείνους που διαφωνούσαν με το σχέδιο του Εμανουέλ Μακρόν και της Ανγκελα Μέρκελ, μια πιο σκληρή και μια πιο μετριοπαθής. Οι ηγέτες των σκανδιναβικών χωρών και της Δανίας, όμως, δεν ήταν διατεθειμένοι να φτάσουν τα πράγματα στα άκρα - φάνηκε από τη στάση τους και τις διαρροές τους στον Τύπο, κατά τη διάρκεια των πολύωρων συνομιλιών. Η σκληρή στάση, που σε μεγάλο βαθμό επικράτησε, ήταν αυτή της Αυστρίας και της Ολλανδίας, του Κουρτς και του Ρούτε. Δύο χωρών που, ενώ στην ελληνική περίπτωση είχαν συνταχθεί με τη Γερμανία, φέτος αποδείχθηκαν οι πιο ισχυροί αντίπαλοί της. Η στάση τους, η επιμονή τους στον δανεισμό και στον έλεγχο της χρηματοδότησης, έξυνε στις χώρες του ευρωπαϊκού Νότου πληγές από την εποχή που τις φώναζαν PIGS - αυτή τη φορά, όμως, οι αριθμοί των νεκρών δεν σήκωναν αστεία.

Στο τέλος, βέβαια, τα πράγματα εξελίχθηκαν όπως σχεδόν συμβαίνει πάντα στην ΕΕ: με έναν γενναίο συμβιβασμό που «έδωσε» ομόφωνη απόφαση και τους άφησε όλους ευχαριστημένους. Σε αυτό το σενάριο οι «κακοί» δεν έμειναν «κακοί» ως το τέλος. Παρότι την επόμενη φορά κανείς δεν εγγυάται πως δεν θα αναλάβουν πάλι τους ίδιους ρόλους.

Rolls-Royce Names Panos Kakoullis New CFO
