Από τον Ιούλιο οι προετοιμασίες για την έκρηξη στον Καύκασο

Το νέο μέτωπο που ανοίγει η Τουρκία στον Καύκασο προκαλεί εκτενή σχόλια στον γερμανικό Τύπο. Ερωτήματα προκύπτουν όμως και για τη στάση της Ρωσίας, αλλά και της ΕΕ στο ζήτημα του Ναγκόρνο Καραμπάχ.

«Στρατιωτική υποστήριξη από την Τουρκία;» επιγράφεται πρωτοσέλιδο άρθρο της Frankfurter Allgemeine Zeitung (FAZ) για την αντιπαράθεση Αρμενίας και Αζερμπαϊτζάν στο ορεινό Καραμπάχ. Σύμφωνα με την εφημερίδα της Φρανκφούρτης, «πληθαίνουν οι ενδείξεις ότι η Τουρκία παρέχει στρατιωτική βοήθεια και στο Αζερμπαϊτζάν. Ο εκπρόσωπος του κεμαλικού κόμματος της αντιπολίτευσης για θέματα εξωτερικής πολιτικής, Ουνάλ Τσεβικόζ, δηλώνει ότι δυστυχώς υπάρχουν φήμες σύμφωνα με τις οποίες η Τουρκία έχει μεταφέρει από τον Ιούλιο όπλα, παραστρατιωτικά σχήματα και ομάδες τζιχαντιστών στο Αζερμπαϊτζάν. Η προσκείμενη στην αντιπολίτευση ενημερωτική ιστοσελίδα Ahval παραθέτει ανεπιβεβαίωτες πληροφορίες για επιδρομές, τις προηγούμενες μέρες, τουρκικών F-16, τα οποία στάθμευαν από τον Ιούλιο στο Αζερμπαϊτζάν. Το Συριακό Παρατηρητήριο για τα Ανθρώπινα Δικαιώματα μεταδίδει ότι την Κυριακή έφτασε στο Αζερμπαϊτζάν μία πρώτη ομάδα μισθοφόρων που είχε αποχωρήσει προηγουμένως από το Αφρίν (της Συρίας)».

Σε ανάλυση με τίτλο «Παιχνίδι του Ερντογάν με τη φωτιά», η Tageszeitung (ΤΑΖ) του Βερολίνου σημειώνει ότι «ο Τούρκος πρόεδρος Ερντογάν υπόσχεται αμέριστη συμπαράσταση στον αδελφό λαό του Αζερμπαϊτζάν. Υπάρχουν ενδείξεις ότι η Άγκυρα έχει ήδη στείλει στο Μπακού Σύρους μισθοφόρους».  Όπως διευκρινίζει ο αρθρογράφος, «φαίνεται ότι η τουρκική κυβέρνηση έχει τη θέληση να στηρίξει και στρατιωτικά το Αζερμπαϊτζάν σε έναν πιθανό πόλεμο. Και αυτό όχι μόνο με στρατιωτικό εξοπλισμό και μη επανδρωμένα αεροσκάφη, αλλά με μία τακτική που έχει ήδη δοκιμαστεί στη Συρία και στη Λιβύη».

Ο παρασκηνιακός ρόλος της Ρωσίας

«Γιατί ο Πούτιν αποφεύγει τη σύγκρουση και ο Ερντογάν προκαλεί» είναι ο τίτλος ανάλυσης στην εφημερίδα Die Welt, η οποία, περιγράφοντας τη στρατηγική της Ρωσίας στον Νότιο Καύκασο, σημειώνει ότι «δεν επενδύει μόνο σε έναν παίκτη. Η Μόσχα διατηρεί καλές σχέσεις και με το Μπακού, κάτι που εξοργίζει πολλούς Αρμένιους. Το Αζερμπαϊτζάν, αν και δεν ενδιαφέρεται να προσχωρήσει σε συνασπισμούς υπό την ηγεσία της Ρωσίας, εντούτοις δεν έχει πρόθεση να ενταχθεί στο δυτικό στρατιωτικό μπλοκ, κάτι που σαφώς ανταποκρίνεται στα συμφέροντα της Μόσχας. Η Ρωσία είναι ένας από τους πέντε μεγαλύτερους ξένους επενδυτές στο Αζερμπαϊτζάν και το Μπακού ανταποδίδει με μαζικές αγορές ρωσικών όπλων».

Η οικονομική επιθεώρηση Handelsblatt επισημαίνει: «Επί του παρόντος φαίνεται ότι κυρίως η Ρωσία και η Τουρκία αναμειγνύονται στη διένεξη. Προβάλλει και πάλι η απειλή ενός "πολέμου δι΄ αντιπροσώπων" ανάμεσα στις δύο χώρες, όπως έχει ήδη συμβεί στη Συρία και στη Λιβύη. Κατ' αυτόν τον τρόπο αντίπαλοι της ΕΕ ελέγχουν όλο και περισσότερα εδάφη στην άμεση γειτονιά τους. Αυτό δεν μπορεί να είναι προς το συμφέρον της ΕΕ. Μέχρι στιγμής ωστόσο οι Βρυξέλλες περιορίζονται σε τετριμμένες δηλώσεις».

Ρωσία σε Τουρκία: Μη ρίχνετε λάδι στη φωτιά

Στο μεταξύ, το Κρεμλίνο εξέφρασε την Τρίτη 29 Σεπτεμβρίου την πεποίθηση ότι δηλώσεις περί ενδεχόμενης στρατιωτικής υποστήριξης του Αζερμπαϊτζάν και της Αρμενίας, που βρίσκονται σε διένεξη εξαιτίας του Ναγκόρνο Καραμπάχ, το μόνο που κάνουν είναι να ρίχνουν λάδι στην φωτιά, θεωρώντας ότι οι αντιμαχόμενες πλευρές πρέπει να πεισθούν να επιστρέψουν στα πολιτικά και διπλωματικά μέσα διευθέτησης της διένεξης. Παράλληλα το Κρεμλίνο ανακοίνωσε ότι έχει συνεχείς επαφές με το Γερεβάν, το Μπακού και την Άγκυρα, ενώ παρακολουθεί συστηματικά την κατάσταση στην περιοχή για να διαμορφώσει την στάση του.

«Το Κρεμλίνο ξεκινάει πρωτίστως από το ότι είναι αναγκαίο να υπάρξει το ταχύτερο κατάπαυση του πυρός και τερματισμός των εχθροπραξιών. Οποιεσδήποτε δηλώσεις περί κάποιας στρατιωτικής υποστήριξης ή στρατιωτικής δραστηριότητας αναμφίβολα ρίχνουν λάδι στην φωτιά. Είμαστε κατηγορηματικά εναντίον αυτής της προσέγγισης και δεν συμφωνούμε με μία τέτοια τοποθέτηση του ζητήματος», δήλωσε ο εκπρόσωπος του Κρεμλίνου Ντμίτρι Πεσκόφ, ο οποίος κάλεσε όλες τις χώρες, αλλά και την εταίρο της Ρωσίας, την Τουρκία, να χρησιμοποιήσουν την γλώσσα της πειθούς, πολιτικά και διπλωματικά μέσα για να πείσουν τις αντιμαχόμενες πλευρές να τερματίσουν τις εχθροπραξίες.

«Καλούμε όλες τις χώρες, ιδιαίτερα τις χώρες που είναι εταίροι μας, όπως η Τουρκία, να κάνουν το παν ώστε να πείσουν τις αντιμαχόμενες πλευρές να τερματίσουν τις εχθροπραξίες και να επιστρέψουν στην ειρηνική διευθέτηση αυτής της παλιάς διένεξης με πολιτικά και διπλωματικά μέσα», δήλωσε ο Πεσκόφ.

Ο εκπρόσωπος του Κρεμλίνου υπογράμμισε ότι «η ρωσική πλευρά βρίσκεται σε συνεχείς επαφές με το Γερεβάν, το Μπακού και την Άγκυρα σε διάφορα επίπεδα».

Ο Πεσκόφ δήλωσε επίσης ότι η Ρωσία συγκεντρώνει όλα τα στοιχεία από την περιοχή που διαδραματίζεται η σύγκρουση, παρακολουθεί όλες τις σχετικές ειδήσεις , αναλύει την κατάσταση και αξιοποιεί αυτές τις γνώσεις για να διαμορφώσει την μελλοντική της στάση και τα περαιτέρω της βήματα μαζί με τους εταίρους της στον Οργανισμό για την Ασφάλεια και την Συνεργασία στην Ευρώπη (ΟΑΣΕ).
