Βρούτσης: Το ασφαλιστικό σύστημα παραμένει αξιόπιστο, βιώσιμο και με διασφαλισμένες τις συντάξεις

«Η δημιουργία του συστήματος "ΗΛΙΟΣ" την 1η Ιουνίου του 2013 αποτελεί ένα από τα σημαντικότερα επιτεύγματα στην ιστορία του ασφαλιστικού μας συστήματος! Συγκεκριμένα, μέχρι τότε, κανείς δεν γνώριζε ούτε πόσους συνταξιούχους έχουμε ούτε πόσες συντάξεις ούτε και σε ποιους τις πληρώνουμε, ενώ, ταυτόχρονα, έβριθε παραβατικότητας και κακοδιαχείρισης, καθώς χιλιάδες "μαϊμού" συντάξεις υπονόμευαν την αξιοπιστία του και τη βιωσιμότητά του» αναφέρει ο υπουργός Εργασίας Γιάννης Βρούτσης, σε γραπτή δήλωσή του, με αφορμή τη δημοσίευση της έκθεσης του Ενιαίου Συστήματος Ελέγχου και Πληρωμών «ΗΛΙΟΣ» μηνός Σεπτεμβρίου 2020.

Όπως επισημαίνει, με το σύστημα «ΗΛΙΟΣ», για πρώτη φορά, χαρτογραφήθηκε με απόλυτη ακρίβεια και ανάλυση το ασφαλιστικό σύστημα της χώρας μας. «Επανήλθε η νομιμότητα, η διαφάνεια, καταπολεμήθηκε η παραβατικότητα, εξαλείφθηκαν οι "μαϊμού" συντάξεις και μπορούμε να κάνουμε πλέον ασφαλείς και αξιόπιστες αναλογιστικές μελέτες. Μετά την αναίτια από τον ΣΥΡΙΖΑ διακοπή δημοσίευσης των μηνιαίων στοιχείων του "ΗΛΙΟΣ", η δημοσιοποίηση των εκθέσεων συνεχίζεται πάλι κανονικά και σε μηνιαία βάση» τονίζει ο κ. Βρούτσης, προσθέτοντας ότι, παρά τις σοβαρές επιπτώσεις στην οικονομία από την πανδημία, το ασφαλιστικό σύστημα παραμένει αξιόπιστο, βιώσιμο και με διασφαλισμένες τις συντάξεις του.

Παράλληλα, ο υπουργός Εργασίας υπογραμμίζει: «τα πλήρη αναλυτικά και αξιόπιστα στοιχεία που μας παρείχε το σύστημα "ΗΛΙΟΣ" μας έδωσαν τη δυνατότητα να ανασχεδιάσουμε το ασφαλιστικό σύστημα της χώρας με τις διατάξεις της ασφαλιστικής μεταρρύθμισης του ν. 4670/2020. Η ασφαλιστική μας μεταρρύθμιση, ν. 4670/2020, συνοδεύτηκε για πρώτη φορά από πλήρη αναλογιστική μελέτη που καλύπτει το σύνολο της δαπάνης κύριων και επικουρικών συντάξεων, ώστε να τεκμηριώνονται με επιστημονική επάρκεια και διαφάνεια οι αποφάσεις της κυβέρνησης που δρουν καταλυτικά στην κατάσταση των νέων συνταξιούχων, αλλά και στο μέλλον των νέων.

Οι αλλαγές του ν. 4670/2020 στοχεύουν στην ενίσχυση της ανταποδοτικότητας του συστήματος, στην ενίσχυση και καλλιέργεια της ασφαλιστικής συνείδησης και στην ελκυστικότητα του συστήματος παρέχοντας βαθμούς ελευθερίας στους ελεύθερους επαγγελματίες, ενθαρρύνοντας την ανάπτυξη οικονομικών δραστηριοτήτων και πρωτοβουλιών.Οι παρεμβάσεις που θεσπίσαμε είναι απολύτως συμβατές με τις δημοσιονομικές προοπτικές της χώρας. Η αναμόρφωση δηλαδή του συστήματος έγινε, διατηρώντας ισορροπία μεταξύ ανταποδοτικότητας και επάρκειας, εξασφαλίζοντας παράλληλα τη βιωσιμότητα του ασφαλιστικού συστήματος.

Σήμερα, μπορούμε να μιλήσουμε για μία νέα εποχή στο ασφαλιστικό σύστημα της χώρας μας. Με τη δημιουργία του e-Εθνικού Φορέα Κοινωνικής Ασφάλισης (e-ΕΦΚΑ) με ένταξη των κλάδων επικουρικής σύνταξης και εφάπαξ παροχών, ενοποιούμε τη βάση των ασφαλιστικών δεδομένων και εξασφαλίζουμε αποτελεσματικότερες και ταχύτερες υπηρεσίες στους πολίτες.Οι καρποί της ασφαλιστικής μεταρρύθμισης και της διοικητικής ενοποίησης του e-ΕΦΚΑ από τον Φεβρουάριο του 2020 μέχρι σήμερα άρχισαν ήδη να φαίνονται.

Για πρώτη φορά, ταυτόχρονη καταβολή κύριων και επικουρικών συντάξεων, που ξεκίνησε τον Ιούλιο του 2020.

Για πρώτη φορά, έκδοση ενιαίου ειδοποιητηρίου ασφαλιστικών εισφορών κύριας και επικουρικής ασφάλισης, που ξεκίνησε τον Αύγουστο του 2020.

Η μεγάλη τομή, η αρχή του τέλους μίας παθογένειας δεκαετιών, η ψηφιακή απονομή σύνταξης "ΑΤΛΑΣ" αποτελεί πραγματικότητα που θα ολοκληρωθεί, σύμφωνα με το σχεδιάγραμμα, που έχουμε παρουσιάσει, μέχρι το τέλος του 2021. Όλα τα προηγούμενα δείχνουν ότι για πρώτη φορά στην Ελλάδα μπορούμε να πούμε ότι διαθέτουμε ένα αξιόπιστο, βιώσιμο, ελκυστικό και ανταποδοτικό ασφαλιστικό σύστημα.

Προκειμένου λοιπόν να διατηρηθεί η πολύτιμη αυτή ισορροπία στο ασφαλιστικό σύστημα, αλλά και για να διασφαλιστεί η βιωσιμότητά του, ώστε να είναι διασφαλισμένες οι συντάξεις των σημερινών συνταξιούχων και των επόμενων γενεών, οποιαδήποτε πρόταση για αύξηση συνταξιοδοτικής παροχής (εθνικής ή ανταποδοτικής σύνταξης) πρέπει να γίνεται με δημοσιονομικά ουδέτερο τρόπο και να συνοδεύεται από αντίστοιχη αναλογιστική μελέτη, που θα τεκμηριώνει το δημοσιονομικό ουδέτερο αποτέλεσμα» σημειώνει ο κ. Βρούτσης.
